If it is this specific sword design that you want, then your only two options are the cheness oniyuri or a custom If it's any ko katana, then you can eliminate paul chen blades (fwiw, i've heard they've solved their qc problems) because they don't make a ko katana. The explanation is typically that a katana uses blade geometry and alignment to make the cut, rather than relying on a sharp edge And that having the edge too sharp increases the risk of damage when used for cutting anything other than mats.
Afaik there's no bright line that separates katana from wakizashi
25 isn't too weird for a katana, though, but it would be unusually long for a wakizashi More important than blade size is handle size If it's made for one hand, then it's a wakizashi (or a really old tachi), but if it's made for two hands then it's a katana. Most katana type swords appear to be in the same weight range and seem appropiate for thrusting also
