If mihoyo themselves view kallen's and otto's story as the cowherd and the weaver, then it would imply that kallen did love otto romantically its just that it wasn't fated to be. I think suzaku is the better mech pilot Kallen is way more involved in the show, constantly doing things, but she doesn't get tangled up in geass so she just misses like 80% of the big twists or is only involved in the aftermaths.
